267-Gangster son takes on conservative Osaka mayor





The Siege of Osaka: Local media draws parallels with 17th century battles at the castle as two candidates slug it out in the mayoral election
Sex and gambling don't usually win votes in election campaigns.
But a self-proclaimed son of a gangster is proposing just that as a way to boost the economy in Osaka's mayoral election.
Toru Hashimoto is a 42-year-old lawyer-turned-politician who is running against incumbent Kunio Hiramatsu.
With a population of 8.8 million, Osaka is Japan's third largest prefecture.

It is a city of merchants, known for its salty dialect which many Osakans proudly verbalise even if they leave their hometown.
But for Mr Hashimoto, it is a sin city.
"There is no other city as vulgar and obscene as Osaka," says Mr Hashimoto.
"We should celebrate the image and welcome the development of casinos and red-light districts to attract people."
Back-up capital
His plans do not stop there.
He recently resigned from the Osaka prefectural governor's post to run for the mayor of the city of Osaka; located in the centre of the prefecture.
Why? Because he wants to get rid of the position.
"We need to reform the administrative structure completely," Mr Hashimoto tells voters who gather to listen to him speak.
"I will merge the city and the prefecture, because there's so much overlap in what those civil servants do," he exclaims.
His goal is to make Osaka the back-up capital city of the nation.
The Kansai region, which includes Osaka, Kyoto and Nara, was Japan's capital city for the longest period in Japan's history, so the idea has been floated before.
In 2005, 362 members of parliament formed a federation to study how and where to build an emergency capital city.
But since the 11 March earthquake, there has been a renewed urgency to do so.
"Japan would lose its function as a state if Tokyo gets struck by a big earthquake," says the federation's chairman Hajime Ishii in his blog.
Hashism vs established parties
Mr Hashimoto's competition, Kunio Hiramatsu, is against such radical changes.
The 63-year-old popular former news reader was elected in 2007.
"Hashimoto's Osaka plan is a one-way bus ticket to an unknown location with unfamiliar stops along the way. We have to stop it," says Mr Hiramatsu.
"He wants to change the system so that he can be in charge of Osaka's political power and assets."
"His purpose is to dictate and to loot," he adds.
Mr Hiramatsu is supported by the prefectural chapters of the ruling Democratic Party of Japan and the major opposition Liberal Democratic Party.
The Japanese Communist Party withdrew its candidate and called on supporters to cast their ballots for Mr Hiramatsu.
"It is quite unusual for the Communist Party to back the same candidate as the DPJ and the LDP," says Koichi Nakano, Associate Professor of Political Science at Sophia University.
"Established parties are calling Mr Hashimoto's campaign Hashism - just like fascism - and they are determined to stop him," he adds.
The move, however, has made many voters wary.
"It feels like big political parties versus a passionate individual," says 74-year-old retiree Sachio Ogino.
Dr Ogino worked for the city for more than 40 years until his retirement and he supports Mr Hashimoto's view on the merger.
"I have personally witnessed an incredible amount of inefficiency in the city of Osaka," he says.
"I think Osaka needs someone like Mr Hashimoto to get the local economy back on its feet."
Personal attack
At the national level too, this election is also attracting more attention than usual due to Mr Hashimoto's background.
He was a controversial TV commentator of a popular programme before he became the youngest governor in Japan's history."Mr Hashimoto uses mass media well and he has portrayed himself as someone who is different from hereditary politicians," says Professor Nakano.
About 30% of elected members of parliament are second, third, or fourth generation politicians.
But not only is Mr Hashimoto not from a political family, his biological father was a mafia member.
"I've known that my father was related to the mafia," says Mr Hashimoto. "I only found out that he was an official member because of media coverage."
"You cannot expect a scion of a wealthy family to shake things up," adds Mr Hashimoto, shrugging off extensive media coverage about his father, who died when he was six.
Political candidates' family background is usually protected by the privacy law but according to local media he was raised by his biological mother and step-father.
And voters do not seem to mind because he admitted it so honestly.
"He's cute, he's smart and he's funny. So what if his dad was a bit naughty," Osaka resident Toyoe Yamamoto laughs.
Tortoise and Hare
And it is not his father's association with the mafia that is in the minds of voters; it is the economy.
"I would actually hate to see the city of Osaka and the prefecture merge," Mrs Yamamoto says, disagreeing with the core of Mr Hashimoto's campaign.
"But our economy is in such a bad shape, it might be what Osaka needs," she adds.
In a recent study by Hosei University, residents have ranked Osaka as the unhappiest place in the country due to a high crime rate and its struggling economy.
Voters want someone who can rescue the economy and create more jobs.
"Mr Hashimoto has always been good at creating a sensation," says Professor Nakano.
"The big question is whether voters think his measures are realistic."
Mr Hiramatsu describes himself as the Tortoise and Mr Hashimoto as the Hare in terms of the speed of their reforms.
"But, however slowly, I am confident that I have made Osaka a better city over the last four years," he adds.
There is no doubt that both candidates know the importance of kick-starting economic growth again.
Both have been assuring the voters that their plan is the one that will do that.
For the residents, the choice is between radical risky change and a conservative approach.

264-放射性物質が検出された下水汚泥、浄水発生土のセメント原料の利用について



東京電力株式会社の福島第一原子力発電所の事故により、東北地方、関東地方などの下水処理場の下水汚泥または浄水場の発生土から放射性セシウムが検出されていることが報道されております。
  セメント業界は循環型社会の構築に貢献すべく、種々の廃棄物をセメント原料の一部として利用しておりますが、その中に下水汚泥または浄水発生土も含まれております。
  ここに、放射性物質が検出された下水汚泥、浄水発生土のセメント原料の利用について、セメント業界の対応状況、健康への影響評価に関する情報、セメントの放射能濃度の実態について概要をお知らせ致します。
  放射性物質が検出された下水汚泥、浄水発生土のセメント原料の利用について、皆様のご理解をお願い申し上げます。

  1.セメント各社の対応状況


  上記の状況の中、政府(厚生労働省、経済産業省、国土交通省)から6月28日付けでセメント協会に対して、放射性物質が含まれている脱水汚泥等を安定的に受け入れるよう要請があり、会員各社に周知を行いました。

  要請内容は以下のとおりです。

(1)  セメントを生コンクリートや地盤改良材として利用する場合には、生コンクリートや土壌と混練する段階まで管理されていることから、少なくともセメントが2倍以上に希釈されることを考慮し、セメントの段階ではクリアランスレベルの2倍の濃度まで許容されることとなる。ただし、セメントとして袋詰めで一般に販売される場合には、販売店に引き渡される前に、セメントの段階でクリアランスレベル以下とすることが必要である。
セメント各社は、脱水汚泥等の放射能濃度の管理や希釈度合いをコントロールし、セメントを利用して製造される生コンクリート等が安定的にクリアランスレベル以下とすることにより、今後とも脱水汚泥等を安定的に受け入れるようお願いしたい。
(2)  別添2では、セメントのユーザー団体(124団体)ならびに下水道管理者(都県ならびに市の24自治体)に、上記(1)の内容を満たしているセメントを利用して差し支えない旨の周知が行われています。

  なお、クリアランスレベルについては「セシウム134とセシウム137の放射能濃度の和が100Bq/kgである」ことが明記されています。
  セメント協会の会員社ではこの要請を受け、放射性物質が検出された下水汚泥、浄水発生土の使用について慎重に検討し、セメントの放射能濃度が政府より示された要件を満足することを確認して、下水汚泥、浄水発生土の使用を順次、再開しております。


  2. 健康への影響評価


  国土交通省のホームページにおいて、「福島県内の下水処理副次産物の当面の取扱いに関する考え方について」という報道発表資料が公開されており、この資料(PDFファイル)のP.5-P.6の「福島県内の下水処理により発生する脱水汚泥を再利用して生産されたセメントによる放射線の影響評価について」(原子力対策本部)で放射線の影響評価が行われています。
  放射能濃度が1000Bq/kg(クリアランスレベルの10倍)のセメントを使用して製造されたコンクリートの床、壁、天井で囲まれた居住空間における被ばく線量は0.36mSv/年と評価され、これは平常時に原子力施設が公衆に与える被ばく限度である1mSv/年を下回るものであり、健康への影響が起こることは考えがたいとしています。

263-Multidisciplinary team of researchers develop world’s lightest material


カリフォルニア大学アーバイン校およびHRL研究所、カリフォルニア工科大学の研究チームによって共同開発された画期的な素材。99.99%は空気、0.01%の部分は100ナノメーターの壁でできた金属チューブを相互に接続して格子状に組み立てるという。その密度は、1立方メートルあたり0.9ミリグラムしかなく、発泡スチロールの約1%となり、タンポポのうえに載せても柔らかい綿毛が潰れない。耐久力実験に半分に圧縮されても、依然として元の形に戻ることができて、弾力性にも強い。ただいま研究中だが、今後、バッテリーの電極や防音材、防振材、衝撃吸収材などへの応用が期待されている。


UCI mechanical and aerospace engineer plays key role
— Irvine, Calif., November 17, 2011 —
A team of researchers from UC Irvine, HRL Laboratories and the California Institute of Technology have developed the world’s lightest material – with a density of 0.9 mg/cc – about one hundred times lighter than Styrofoam™. Their findings appear in the Nov. 18 issue of Science.
The new material redefines the limits of lightweight materials because of its unique “micro-lattice” cellular architecture. The researchers were able to make a material that consists of 99.99 percent air by designing the 0.01 percent solid at the nanometer, micron and millimeter scales. “The trick is to fabricate a lattice of interconnected hollow tubes with a wall thickness 1,000 times thinner than a human hair,” said lead author Dr. Tobias Schaedler of HRL.


The material’s architecture allows unprecedented mechanical behavior for a metal, including complete recovery from compression exceeding 50 percent strain and extraordinarily high energy absorption.


“Materials actually get stronger as the dimensions are reduced to the nanoscale,” explained UCI mechanical and aerospace engineer Lorenzo Valdevit, UCI’s principal investigator on the project. “Combine this with the possibility of tailoring the architecture of the micro-lattice and you have a unique cellular material.”


Developed for the Defense Advanced Research Projects Agency, the novel material could be used for battery electrodes and acoustic, vibration or shock energy absorption.


William Carter, manager of the architected materials group at HRL, compared the new material to larger, more familiar edifices: “Modern buildings, exemplified by the Eiffel Tower or the Golden Gate Bridge, are incredibly light and weight-efficient by virtue of their architecture. We are revolutionizing lightweight materials by bringing this concept to the nano and micro scales.”

261-Feds open 'formal safety defect' probe into Chevy Volt


Federal safety regulators announced Friday that they have opened "a formal safety defect investigation" into the Chevrolet Volt over concerns the electric car's battery may pose a significant fire risk.
The National Highway Traffic Safety Administration has been looking at the car for months, explaining in a press release that this includes crash-testing the Volt in May and conducting three tests last week focused specifically on the vehicle's lithium-ion batteries.
"The agency is concerned that damage to the Volt's batteries as part of three tests that are explicitly designed to replicate real-world crash scenarios have resulted in fire," the administration said. "NHTSA is therefore opening a safety defect investigation of Chevy Volts, which could experience a battery-related fire following a crash."
The agency noted that there are no known "real-world" instances of battery problems causing fires to erupt after a driver crashes a Volt, and added that "Volt owners who have not been in a serious crash do not have reason for concern."
Nor has the federal regulator ordered any recall, though it did say that might occur "if NHTSA identifies an unreasonable risk of safety."
The agency is working with General Motors, plus the federal defense and energy departments, "to assess the causes and implications" of the fires, it said.
The agency reiterated guidelines for what drivers and first responders should do if an electric vehicle is involved in a crash, including taking precautions to avoid shocks and using "copious amounts of water if fire is present." No problems have been detected in other such cars.
"NHTSA testing on electric vehicles to date has not raised safety concerns about vehicles other than the Chevy Volt," the agency noted.
Earlier, GM spokesman Greg Martin said the automaker has been unable to duplicate the fires, even after subjecting the Volt battery pack to more than 300,000 safety tests.
The Volt passed other safety administration tests for protecting vehicle occupants, earning a five-star rating for overall safety, side impact and rollover risk and four stars for frontal crash protection.
"First and foremost, I want to make this very clear: The Volt is a safe car," Jim Federico, GM chief engineer for electric vehicles, said two weeks ago in a prepared statement. "We are working cooperatively with NHTSA as it completes its investigation."

大井川鐵道の鉄道PVです。
日本で初めてSLの動態保存を開始し、SLブームの先駆けとなった大井川鉄道ですが、これからもSLの末永い活躍を願いこのプロモーションビデオを作りました。

大人から子供まで人気の蒸気機関車であるC10、C11とC56が映像に登場しますが、SLの後に続く旧型客車のオハ35系、スハ43系も古き良き時代を伝える貴重な車両­です。
撮影日には「つばめ」・「はと」・「はつかり」と言った昭和20~30年代の特急列車に用いられていた特急型客車スハフ43を偶然撮影することができました。

そして今までずっとSL列車をそっと支えてきたデッキ付き電気機関車E10形も近々引退が見込まれていますが、西武鉄道から来た電機E31形に交代する前の勇姿を見て頂け­ます。

もちろん、普段利用されている電車もこのPVでは大切なシーンを展開してくれます。
南海21000系、近鉄16000系や京阪3000系といった過去に関西の大手私鉄で活躍してきた電車も茶畑や大井川を望む見応えある景色の中を走り抜けてゆきます。

日本で唯一のアプト式路線である南アルプスあぷとライン「井川線」もこの動画に出てきます。
90.0‰(パーミル)の急勾配を電気機関車ED90形の後押しで上ってゆくシーンやダムに浮かぶ半島にポツンとある不思議な駅「奥大井湖上駅」とレインボーブリッジをデ­ィーゼル機関車DD20形やクハ600形などの客車が通ってゆきます。

SLだからといって特別扱いにするのでなく、普段の列車にも多く登場してもらって、大井川鐵道の魅力が伝わるように制作しました。

焼酎いいちこのCMソングとしてお馴染みの曲「まだ君に恋してる」に合せて大井川鉄道で活躍する列車が次々と出てきます。

3号機で毎時1600ミリシーベルト

東京電力は20日、福島第一原発3号機の原子炉建屋内部で、3号機では過去最高となる1600ミリシーベルトという非常に高い放射線量が測定されたと発表しました。

東京電力は先週から3号機の原子炉建屋内部の様子をロボットを使って調べていますが、19日の調査で、原子炉建屋1階の床からおよそ1600ミリシーベルトという非常に高い放射線量を測定したと発表しました。これは3号機では最も高い数値です。

3号機では、14日にも同じ場所でおよそ1300ミリシーベルトという非常に高い放射線量が測定されていて、原因とみられる床にたまった水の拭き取り作業を進めていましたが、さらに高い数値が測定されたことになります。

政府と東京電力は、年内に原子炉が安定した状態となる「冷温停止」を宣言する方針ですが、今回のように高い放射線量が測定されるなど、炉内の状況を把握したとは言えない状態が続いています。

2011年11月9日、台湾エイサーの創業者、施振栄(スタン・シー)氏が訪台中の米グーグル、エリック・シュミット会長が出席した公開フォーラムで「韓国はみんなの敵、台湾はみんなの友達」と発言し、喝采を浴びた。台湾Nownewsの報道を10日付で環球網が伝えた。

韓国訪問を終え、台湾に到着したシュミット会長は9日午後、雑誌社が主催した公開フォーラムに出席。「革新の無限の可能性を探る」をテーマにスピーチを行った。フォーラムには施氏や遠東グループの徐旭東(シュー・シュードン)会長、中華電信の呂学錦(リュー・シュエジン)会長らも駆けつけた。

シュミット会長は「台湾にはHTCコーポレーションやエイサー、アスースなど素晴らしいパートナーがいる。彰化県に開設したデータセンターは台湾のエンジニアと米国のエンジニアリング部門が共に努力した成果。グーグルは世界の伝説に、そして台湾もその一部になることを願っている」などと述べ、台湾との良好な関係を強調した。

同じグーグルのサプライチェーンという立場の台湾と韓国。同社は両者をどのように分けて考えているのだろうか?同会長はこの質問に「台湾と韓国の違いは想像ほど大きくない」と回答。すると、施氏がユーモアたっぷりに「韓国はみんなの敵、台湾はみんなの友達」と口を挟み、会場中から大きな拍手が沸き起こった。

The Chinese are professionals at the backhanded compliment. For me, this ability to say things without saying them is one of the more fascinating things in the Chinese culture. I’ve had many a smile, brought on by presumed flattery, slowly fade as the real meaning gradually began to sink in.

So imagine my surprise when it was not Taiwan delivering the backhanded compliment to Google Chairman Eric Schmidt during his visit there, but the other way around. Hidden in his half-hour-long praise of Taiwan was masterful criticism that obliquely asked: how the hell has Taiwan not developed into an internet powerhouse yet?

The ex-CEO Schmidt opened his “Unlimited Possibility” speech with the following:

“I believe Taiwan has a chance to enter a new golden age of innovation, the era of the internet, and that’s what I want to talk about.” (0:35 in the video below)

Wow! What a nice thing to say about a country… in 1998. ‘The era of the internet! You’re almost there, Taiwan!’ He even used the word ‘chance,’ as if it weren’t even guaranteed. And, remember, this was just the beginning.

To cut even deeper, he immediately went on to congratulate Taiwan on the statistics (Taiwan has 95% broadband penetration, 26% of the phones are smartphones, half of which use internet services, and the island is ninth in the world in internet connection speed), as if to more starkly point out his disbelief at the lack of internet innovation in Taiwan.

He would go on to offer gratitude to Taiwan’s OEMs and their ability to drive prices down because of the value it provides Android smartphone users with. Taken as a whole, it was akin to the CEO tipping his shoe shiner for a job well done with a word of encouragement that maybe, just maybe, he’d become a janitor.

After his speech, Schmidt participated in an equally embarrassing one-on-one with Acer founder Shih Zhen-Rong (施振榮). It was pretty awkward in general; seeing an aging Shih talk about the mobile community with the Chairman of Google’s Board was like watching my grandfather try to talk to me about the Xbox 360 or Facebook.

The worst of it was when Shih got on the topic of Korea, and wouldn’t let it go. Some background here: TianXia (天下) Magazine, hosts of the event, just finished a series on Korea vs. Taiwan and why Korean companies such as Samsung are beating Taiwanese companies such as HTC. Shih repeatedly asked Schmidt to compare Korea (the next stop on his trip) and Taiwan, goading the Googler into saying something controversial. When the even-keeled Schmidt refused to give him anything juicy, Shih provided the sound bite he wished for by himself, “Korea is everyone’s enemy. Taiwan is everyone’s friend” (at the ~3:00 mark in the video). In what perfectly represents Taiwan’s national Napoleonic insecurity, the crowd enthusiastically applauded. Ugh.

The crazy thing about this debacle was that neither the crowd, the Taiwanese president Ma Ying Jeou, nor indeed the media picked up on any of this. Even crazier, they have been in celebration all day over it. Are you kidding me?

Some of the clueless press went on to take it as an affirmation of President Ma Ying Jeou’s policies (In reality, it was a genius and deliberate rebuke of his inability to innovate.) Others went on to call Google’s $100 million data center in Changhua county an endorsement of Taiwanese innovation. Sugarcoating of this sort is far too common in the Taiwanese press, and in making the story oh-so pro-Taiwan, they failed to mention that Google – in order to improve its China position – just made the same exact data center investment in Singapore and Hong Kong as well. They also failed to note that a data center is a totally mundane investment not representative of any real endorsement at all.

As the watchdogs of society, if the media didn’t realize what was being said, how could the average employee, teacher, or policymaker have?

So, Taiwan, allow me to translate. This was an awful showing on many levels. In a very Chinese way, Eric Schmidt was telling you to innovate the Asian internet and to do so quickly. At the very least, his words had a silver lining to them. He seriously believes in your potential. In fact, ‘Limitless Potential,’ the title of his speech, was the least shrouded part of the message he was trying to send you. Concluding, he slowly and deliberately (check it out for yourself at around 1:53 in the first video) asked for your help to “make sure the government knows how central this is to the growth of Taiwan,” because the government thus far has pretty much failed.

Wake up, Taiwan. You just got called out by one of the biggest figures in the internet world and you gave yourselves a pat on the back. Realize what Schmidt did(n’t) say. Move forward and use last night as the rock-bottom moment where you reflect on the errors of your ways and take this as the world’s encouragement for you to change course. Your future lies not in low-margin ODM manufacturing, but in your ability to lead a unique brand of Asian internet culture in the region.

Let this be a calling to the entrepreneurs, dreamers, and innovators out there: as an island with so much influence in China and beyond, Eric Schmidt demands that you get off Facebook and start actually doing something with the internet. There is a spry and eager startup community developing day by day within your borders, with some teams one big government investment away from becoming seriously relevant in the Asian arena. The onus to actually evolve the economy, however, is on you.

I have read your post with great interest. Guess there are lots of girls out there who have similar questions like yours. Please allow me to analyse your situation as a professional investor.

My annual income is more than $500k, which meets your requirement, so I hope
everyone believes that I'm not wasting time here.

From the standpoint of a business person, it is a bad decision to marry you. The answer is very simple, so let me explain.

Put the details aside, what you're trying to do is an exchange of "beauty" 'n "money" : Person A provides beauty,'n Person B pays for it, fair 'n square.

However, there's a deadly problem here, your beauty will fade, but my money will not be gone without any good reason. The fact is, my income might increase from year to year, but you can't be prettier year after year.

Hence from the viewpoint of economics, I am an appreciation asset, 'n you are a depreciation asset. It's not just normal depreciation, but exponential depreciation. If that is your only asset, your value will be much worse 10 years later.

By the terms we use in Wall Street, every trading has a position, dating with you is also a "trading position".
